EMPs come from nuclear BOOMs, which would have destroyed the white house first. Besides, any structure can withstand EMPs, it's just the electronic devices that are gonna get fried.
ya i know , but in the game the EMP comes from a missle strike , which makes DC like the stone age , except the White House
